In recent years,the investment of equipment introduction in China's metallurgical industry remains high,sometimes accounting for 45%of the total investment in steel and iron."Over the past 50 years,technology introduction has become a common practice in large steel mills.Even though some domestic equipment manufacturers have many innovative technologies,some steel mills still cannot get rid of the old way of introduction."A few days ago,by the National Development and Reform Commission held in Shanghai large metallurgical equipment localization work conference,many experts attending the meeting pointed out the main crux of the slow pace of China's equipment manufacturing industry localization.
Led by Baosteel Group,large state-owned iron and steel enterprises,heavy machinery enterprises,engineering companies and science and technology groups have made many explorations in the process of localization of metallurgical equipment.
In the first phase of the project,the domestic production rate only accounted for 12%,and in the second and third phases,the domestic production rate jumped to 61%and 80%respectively.In the third phase of the construction,Baosteel embarked on a road of independent integration and innovation.Adopting the strategy of a la carte introduction,expanding the cooperative manufacturing and distribution ratio of independent innovation,during the tenth five-year Plan period,part of the projects will be independently undertaken by The Chinese side for design,manufacturing and quality assurance.The independent integration has achieved initial results,with the localization rate rising to 88%and the localization rate expected to be as high as 92%in the eleventh Five-Year Plan period.

Similarly integrated innovation,MCC group focuses on re-innovation on the basis of introduction,digestion and absorption,such as thin slab continuous casting and rolling production line.So far,MCC has made the most investment,the shortest construction cycle and the fastest production among similar projects at home and abroad.The thin slab continuous casting and rolling technology is the continuous casting process of steel industry and a major technological revolution,through the introduction of domestic several sets of CSP production line,which found its casting thin,high drawing speed,mold problem such as space is limited,appropriately increase the slab thickness,added on GaXian roughing mill,use the domestic step furnace instead of the lengthy roller-hearth furnace,etc.,will improve for thin slab continuous casting and rolling of thin slab continuous casting and rolling,the collection of innovation is also very successful.
Industry experts pointed out that the whole chain of independent cold and hot tandem rolling requires the cooperation of machinery manufacturing enterprises,users and large metallurgical design institutes,which is indispensable.It is through close cooperation that the domestic iron and steel industry and the heavy machinery industry achieve localization,break the situation that foreign brands dominate the world,more importantly,further improve the level of the domestic equipment manufacturing industry,and explore an effective way to accelerate the localization of major equipment.
The localization of major metallurgical equipment is also a strategic problem.Accordingly,at this working meeting,the National Development and Reform Commission issued the Implementation Plan for Accelerating the Localization of Large metallurgical Equipment,and put forward relevant measures:an expert committee for the localization of metallurgical Equipment was established,consisting of 50%metallurgical technology and production and use technical experts,and 50%equipment manufacturing experts.To formulate relatively stable equipment and technology policies;When the construction project of iron and steel enterprise is approved,the key project shall formulate the implementation plan of localization of equipment;We will strengthen supervision over equipment bidding for construction projects of large iron and steel industries.For key equipment not yet capable of design and manufacturing in China,tie-in bidding will be carried out,and joint design and manufacturing will be conducted with foreign capital.Equipment manufacturing enterprises must be fully responsible for the technical performance,quality and schedule of the equipment provided if they want to establish a product development mechanism combining production,education,research and application.A reward and punishment system and a post-evaluation mechanism shall be established to strengthen the organization and coordination of the localization of large metallurgical equipment.
